Beyond the plot of the musical, little is known about Jack's history. His parents are no longer living, but Jack did know his father before he passed, sufficiently enough to believe that the demands of city life had beaten his father down and killed his spirit--perhaps even killed him outright. This viewpoint is what inspires Jack to believe that, despite his gift for city living as a fast talking newsie, he will only ever be happy if he can fulfill his dream of living in a small town out west like Santa Fe, New Mexico.
Jack also maintains a very familial relationships with the rest of his newsies. The group is, for the most part, a bunch of street rats, as evidenced by the fact that Jack and Crutchie, his closest friend and surrogate little brother, sleep on the roof of a New York building, however a musical number depicting the other newsies washing up to greet the day indicates they have access to bathroom facilities. This alludes to the possibility that they seek shelter wherever they can, or pay for lodgings in one of the boarding houses of the period that gave homeless children, newsies in particular, a bed for a nickel a night.

Why do you think your character would work in this setting? Simply put: Jack is desperate to get away. After the horrors of the riot in Newsie Square, and seeing his surrogate little brother dragged off by the authorities, he's been traumatized and he's looking for a way out. In the moment, he thinks of Santa Fe, but Eli's offer will do just as well. He'll be suspect of it, but agree all the same. When he realizes it's not a dream or a hallucination, however, he'll be more than a little freaked out--but being a street orphan? He'll adapt. Plus or minus a few colorful expletives along the way.
How do you plan to expand their CR? Although Jack will attempt to keep to himself when he arrives, beyond necessary basic human interaction, he is a street kid first and foremost. That means he'll be hustling for all he's worth, be it trying to organize some small time swindles to make his way, or networking to find himself whatever job he can. He's a smooth talker, and naturally social, so he'll be drawn out of his shell quickly by the array of new people he will meet...and the first time he meets a stray like himself in need of a home, he'll be first in line to take them under his wing.
What will your character do for work? Anything and everything he can. Though he may get caught engaging in a little petty theft on arrival, he steals only to feed and clothe himself or others in his care. Lacking a newspaper in need of selling, Jack will likely take on an array of odd jobs until he discovers his ability as an artist may be able to help him earn his keep. Such odd jobs could fall under running errands for merchants in the Dome, making deliveries, even sweeping floors somewhere in need of a thorough broom and an able body.

CRAU (based in the game Medietas)
Upon his arrival in Medeitas, a strange new world that pulled him in against his will, fresh from the horrors of the riot, he coped the only way he could upon being taken far away from the trauma and given both money and housing: he accepted his escape. Spending the money as fast as he could lest it be taken away from him, upon shopping around and sharing some of his wealth with local children, he crossed paths with the girl that would change his life: Charlie McGee.
The pair struck up a friendship based on the common ground of hard living and troubled families, given that her father was also in Medietas and struggling with health issues of his own. She taught him how to be a modern teenager, and he taught her that part of being a true survivalist meant that, occasionally, a leap of faith could land you in safe harbor. They swiftly became inseparable, sharing things with each other they shared with no one else: she revealed her powers, and he shared his secret dream of sweet living in Santa Fe.
When Charlie's father returned home, where he would eventually die, Jack and Charlie bonded further, taking up residence together in Jack's home. They would even end up adopting a cat, and as time wore on, their relationship would deepen into something romantic as Jack's previous growing affection for Katherine Plummer was forgotten, and Charlie found her way into that special place in Jack's heart.
With a real home, a refuge from the horrors of street living, and a girl he could love without fear or hesitation, and even a Sunday tradition spent doing nothing...or whatever their hearts desired...even the dream of Santa Fe was soon laid aside as Jack realized that what he'd found in Medietas was just as good, if not better, then that far off city made of clay.
Personality: Jack is the quintessential 'angry young man,' seventeen years old and wise beyond his years thanks to a life lived on the street. Having grown up fast in a harsh world that did not stop turning simply because he lost his own mother and father, Jack is relentless in his pursuit of survival, a better life, and the fulfillment of his dreams. He's seen the worst of New York in the form of the Refuge, a corrupt and abusive children's home, and the life of a newsie, where lying and cheating are the only ways to ensure that a boy with no home can live to see tomorrow.
Despite his tough upbringing, however, Jack has a gentler nature that he hides behind the guise of street tough, believing that his sensitivities are a weakness and that his creative gifts will take him nowhere but further into destitution if he pursues them. To that end, he shares his dreams and his talent with none but the people closest to him. He is not, however, a saint. Jack is a dreamer to a fault, with his grand aspirations of moving to Santa Fe making him seem a transient presence to his newsie comrades, especially when the chips are down. His fantasies of small town life prevent him from realizing that he's not only made for the city, but that he has a lot to lose by leaving it behind. Jack is also subject to very human fears, such as being imprisoned again: when Crutchie is taken in by Warden Snyder, Jack runs rather than chasing after him, terrified of being caught again. It's this fear that drives him into hiding the day after the raid on Newsie Square, where he readies to leave New York behind after finishing one last art project for Miss Medda in her theater.
Little of this changes in Jack's CRAU setting. Still the survivalist and the dreamer, he fights tooth and nail to look after the needs of his girl and her father while he's there, and offers aid to those he's befriended, such as surrogate father figure, Alexander Hamilton. The fears and scars of his past, however, are never far beneath the surface, so while the peaceful environment has proven beneficial for him there are flashbacks that hearken to the existence of his demons. During a spat of hauntings that turn violent, resulting in Charlie suffering a minor head inujury, Jack becomes hypervigilant and struggles against the need to restrict her movements to ensure her safety. These fears and anxieties are left unresolved, given his departure from canon, and will likely come to a head later on in far more explosive ways than they did in his source material. Ultimately, facing the root will be beneficial for him, but given how they've been left to fester, the road to recovery will be a rough one.
Abilities/Skills: Jack is bog standard human. However, Jack is a skilled talker and a talented con man thanks to his life as a newsie, where selling papers is as much a con job as anything. Living on the streets and his time incarcerated have also made him adept at fighting, both fisticuffs and improvising weapons out of his surrounding environment. Being a newsie, Jack is also exceptionally strong, physically, from hauling around large stacks of newspapers all day long. Jack is also a self taught artist with a lot of natural talent. He's also a resourceful cook, capable of creating nourishing meals from very little in the way of options, a skill that he has honed in learning about modern cooking conveniences and cuisine.

Sorry if this comes out hard to read. We both know I don't write so good, not like you. I'm giving this to Miss Medda to give to you if something happens to me coming up. See, I tried. I really did, Crutchie, but that snake Joe done got me in a bad position after the raid. Snyder carted you off and I'm real sorry for that.
I'm sorry I ran. I'm sorry I didn't save you, and now I can't save you. See, they was gonna let you out if I told the boys to give it up and disband the union. Pulitzer even paid me money, enough to get to Santa Fe, and I took it. He was gonna put the rest of the guys in the Refuge, Crutchie, even Les and Dave who got parents to go home to.
I wanted you to know, and to know I'm sorry. Dave's been great, and I been the screw up. I tried to do right by you, by all the guys, but I ain't so good at it. I'm no leader, I'm just a blowhard.
There's one last shot, though, buddy. We got one last chance, and it's Katherine's idea. Did you know Pulitzer is her father? Talk about outta nowhere, am I right? Well, she's on our side (and I think she likes me) and she's got this idea to put New York outta business. Not just newsies, but ALL the kids, until Joe loosens them purse strings.
